Incumbent Larry J. Spicer is running for Monrovia City Council 2026 in Monrovia, California. Election day is November 3, 2026.

I am a lifelong Monrovian with more than five decades of community connectivity and also a U.S. Army veteran. I have built a record of sustained public service as a City Councilmember since 2011, a Planning Commissioner, MAP Leader, Parent on Patrol for Monrovia Unified School District, and as a volunteer with the American Red Cross and Tournament of Roses. Additionally, I serve on the Foothill Workforce Development Board, the Gold Line Construction Authority, and various neighborhood engagement initiatives and boards, such as Boys and Girls Club, and Foothill Goldline.

For years, I have focused on issues important to residents, such as streets, parks, infrastructure and services, collaborated with schools to increase student successes, helped businesses grow economically, and supported community organizations. By addressing concerns with fairness and transparency, my approach emphasizes fiscal responsibility, long term planning, maintaining a safe, supportive environment for families, youth, seniors, and veterans.
Monrovia is the foundation me, my wife, Delphine, and our three children, all graduates from Monrovia’s public schools, build upon. My experience in military service, civic leadership, and community partnership reflects a long standing commitment to this city’s wellbeing and future.
